| Stephen Otter joined the Avon and Somerset Constabulary as Assistant Chief Constable in July 2002 and moved to his current position as Deputy Chief Constable in September 2004.
His policing career began in 1982 when he joined Thames Valley Police. He then spent three years with the Royal Hong Kong Police serving in one of the most densely populated areas in the world in Kowloon.
He moved back to England in 1989 to continue his career in the Metropolitan Police and rose rapidly through the ranks, being appointed Commander in 2001.
During this time with the MPS, Mr Otters work was focused within Central London with spells in Notting Hill as the Divisional Commander and Kensington and Chelsea as Borough Commander.
In a more recent post with the Police Reform Team, he worked with the Metropolitan Police Authority, Home Office and ACPO on the White Paper and Bill for police reform, and the implementation of the new legislation within the MPS.
As Deputy Chief Constable for the Avon and Somerset Constabulary he oversees Performance Improvement, Information Services, Diversity and Corporate Development. He also deputises for the Chief Constable in his absence.
