| Phillip was the supervisor for the Georgia Bureau of Investigation (GBI) Regional Drug Enforcement Office in Canton, Georgia. He is a Certified Clandestine Lab Investigator, a Certified Site Safety Officer and the GBI representative to the National Methamphetamine Chemical Initiative. Phillip was also on the Advisory Panel tasked with the formation of the Georgia Alliance for Drug Endangered Children.
He teaches Methamphetamine related courses for public agencies and other organisations. He has also presented on this topic for the American College of Medical Toxicology and the Society for Public Health Education among others.
Phillip is a member of the Clandestine Laboratory Investigators Association and the International Narcotics Officers Association.
